The Department: The Harmony Fire Department is located in the Town of Glocester, Rhode Island. We’re seeking a proven, experienced Fire/EMS professional with significant and progressive management skills in all phases of Fire and EMS emergency services. The Harmony Fire Department maintains 1 fire station, houses 8 apparatus (from chief’s vehicle to 2-Paramedic level transporting rescues, 1- EMS chase car, 2-1,000-gallon engines, 1-Squad unit, 1-1,000 gallon brush truck, 1-inflatable boat and an ATV). This past year the department became the 1st volunteer department to provide 24/7 Advanced Life Support level rescue service. The office staff is the Fire District Board Clerk/Chief’s secretary and the District’s Tax Collector.

Demographic: Founded in 1924, the Harmony Fire District/Department (HFD) is a volunteer (Paid-on-call) Fire Department with part-time per-diem EMS. The town is 56.8 square miles in the northwest corner of the state having a population of approximately 10,110 of which, HFD serves and protects approximately 22 square miles and 4,100 residents. Our district consists of 60% residential, 25% agricultural/open space, and 15% commercial/industrial. Within our District we have a K-5 elementary school, a private 24/7 boy’s secured facility campus with on-site school and dormitories, a subterranean storage facility, 2 golf courses, a campground and numerous lakes and ponds.

Fire Chief: The Fire Chief is responsible for the planning, development and directions of the fire department activities, overseeing Fire Prevention and Public Education, Life Safety Fire Code compliance and inspections, emergency medical services, hazardous materials at the operations level and the operational budget of the department. The Fire Chief will ensure adherence to managing personal and public information under the Health Insurance Portability and Accounting Act (HIPPA), Freedom of Information Act (FOIA), and Access to Public Records Act (APRA). The Fire Chief reports directly to the Harmony Fire District Board ofCommissioners. The hours of work and salary will be determined at the time of the contractual agreement.

The Harmony Fire District Board is in search of an experienced professional with the abilities to continue the forward progression of the Harmony Fire District. The Fire Chief will be hired by and report to the Fire District Board of Commissioners. On the 2nd Thursday of each month the Fire District Board convenes along with the Fire Chief to review monthly expenditures and the business of the department. An Annual Meeting on the 1st Saturday in June is held by the Fire District Board. The ideal candidate will demonstrate positive and effective leadership skills, along with outstanding oral and written communication skills, and knowledge of fire administration, fire suppression operations including modern firefighting techniques and equipment, fire prevention and public education at all ages, ISO, National Incident Management System, department policies, procedures, Rules and Regulations and SOG’s, and the R.I General Laws as they relate to the fire/EMS service, and local laws to the Town of Glocester. They must be able to maintain a cooperative relationship with theHarmony Fire District Board of Commissioners, department’s administrative staff, members and part-time per-diem employees of the department, Town of Glocester public officials and Glocester Police Officers.

Requirements for the Position of Fire Chief

Minimum Qualifications

  • Must have a valid State of Rhode Island Driver’s License
  • Must have a valid Rhode Island EMT Basic Level License
  • Must PASS a Federal BCI check within 30 Days prior to the application date.
  • NFPA – 1041 Instructors Certificate
  • NFPA – 1021 Officers Certificate
  • NFPA – 1521 Safety Officers Certificate
  • NFPA – 1001/1002 Firefighter Level 1 & 2 Certificate
  • NFPA – 472 Hazardous Materials at the Operations Level Certificate
  • National Incident Management System (NIMS) 100, 200, 700, 800
  • Have a Degree in Fire Service or equivalent

Strongly Preferred Qualifications

  • Be a resident of the District of Harmony, Town of Glocester or live within 15 minutes of the Fire Station
  • 10 years in a Fire Supportive position as a Career Firefighter
  • National Fire Academy Executive Fire Officer Program (EFOP)
  • Shall have computer knowledge and skills
  • Ability to write annual local, state and federal grants
  • NFPA – 1031 State of Rhode Island Deputy State Fire Marshal license. Shall attain within 12 months of hiring.
